China’s Biotech Rise Pulls Investment East as U.S. Leadership Faces a Strategic Test

The immediate backdrop is a sharp rise in China-to-Western licensing:
nearly 100 China–U.S. biotech agreements have been announced since the start of 2025, and almost half of U.S. inbound licensing deals in 2025 involved Chinese companies.

Chinese biotechs are increasingly valued for speed, clinical scale, manufacturing capacity and lower development costs. Chinese assets reportedly accounted for about half of global license-out deal value in 2025, while upfront payments rose substantially.

The U.S. still retains important advantages in scientific quality, venture capital, commercialization, talent and access to the world’s largest pharmaceutical market. A 2026 survey found respondents viewed the U.S. as stronger in capital, commercialization and talent, while China led in clinical development and supply chains.

The central strategic question is whether U.S. biotechs can use Chinese innovation without weakening domestic R&D leadership or creating national-security and supply-chain dependencies.

U.S. policy remains unsettled. Treasury is reportedly considering rules that would preserve most pharmaceutical licensing and investment involving Chinese drug developers, while excluding pathogen-related or potentially weaponizable biotechnology. Lawmakers and some U.S. drugmakers are pushing for tighter restrictions.

For investors and dealmakers, the trend points toward more cross-border licensing, platform partnerships and U.S.-based “NewCo” structures—but also greater regulatory uncertainty, diligence requirements and competition for attractive Chinese assets.
