China’s biotech rise is becoming a U.S. national-security concern

Recent assessments say China is narrowing—and in some areas surpassing—the U.S. biotechnology lead, particularly in clinical development, biomanufacturing, supply chains, and parts of drug discovery.

A June 2026 survey of 117 U.S. biotechnology and academic leaders found China leading in clinical development and supply chains, while the U.S. retained advantages in commercialization, capital, talent, and large-scale production. Respondents nevertheless viewed the U.S. research-funding decline as an even greater threat than Chinese competition.

The National Security Commission on Emerging Biotechnology warned that the U.S. has roughly a three-year window to preserve leadership. It has urged at least $15 billion in additional federal support over five years, faster commercialization, stronger domestic manufacturing, and tighter controls on sensitive data and technology transfers.

The security concern is broader than commercial competition:
dependence on Chinese contract manufacturers, pharmaceutical ingredients, research services, or genetic-data infrastructure could create leverage during a crisis, including through export restrictions, cyberattacks, supply disruptions, or coercive medicine policies.

U.S. officials and analysts also warn that China’s integration of artificial intelligence, genomics, synthetic biology, and large genetic datasets could produce military and biosecurity risks, including improved biological-threat detection or, if misused, more targeted harmful agents.

The U.S. is responding through defense and intelligence measures in the FY2026 National Defense Authorization Act, including a biotechnology management office, supply-chain initiatives, restrictions on intelligence contracting with certain Chinese military biotechnology firms, and a new assessment of China’s biotech advances.

The overall picture is mixed rather than a complete Chinese takeover:
the United States still has major strengths in foundational research, patents, companies, talent, investment, and commercialization. The central warning is that those advantages may erode quickly if federal research funding and domestic industrial capacity continue to weaken.
